Joel Hornberger, M.H.S.

Joel Hornberger is the Chief Operating Officer of Cherokee Health Systems, a federally-qualified community health center (FQHC) and community mental health center in East Tennessee. In this position, he is responsible for the day-to-day operations of Cherokee's integrated care services, consisting of medical, behavioral and dental services (www.cherokeehealth.com). Joel has been with Cherokee since 1988.

 Prior to joining Cherokee Health Systems, Joel was with several insurance and managed care companies, including Blue Cross and Blue Shield of Florida, Hospital Corporation of America (HCA Health Plans) and Partners National Health Plan. Joel was a VISTA volunteer in Philadelphia, PA where he organized an adult literacy program, and has worked with numerous social service organizations to help them craft comprehensive strategic plans.

He has served on the MHA Board since 2004 and has focused on strategic planning and administrative issues. Joel is on the Board of Trustees of Lakeshore Mental Health Institute, an inpatient mental health facility, and is a past Board Member of the Mental Health Association of East Tennessee. He has participated as a Health Fellow in a Kellogg-funded international health leadership program at the International Center for Health Leadership Development at the University of Illinois at Chicago. Joel served as Vice-Chair of the East Tennessee Friendly Access Coalition, a diverse group of health providers and community leaders, focused on improving access to early prenatal and pediatric care for underserved mothers and children. He was recently appointed to The Joint Commission's Professional and Technical Assistance (PTAC) Committee for Behavioral Health.

Joel is a graduate of Lebanon Valley College in Annville, Pennsylvania and the Johns Hopkins Bloomberg School of Public Health where he studied Health Planning and Administration. Joel, his wife Elaine and three children, a son and twin daughters adopted from Vietnam, live in New Market, Tennessee.
